The National Audit Standard for Heavy Vehicle Accreditation

Every accreditation audit under the HVA scheme follows the National Audit Standard. Knowing what it asks of auditors tells you exactly what to have ready.

What the National Audit Standard Is

The National Audit Standard (NAS) is a statutory instrument approved by the responsible ministers under the HVNL. It was one of four instruments approved by ministers in May 2026, and the version the NHVR publishes is dated July 2026.

It sets a consistent framework for auditing heavy vehicle operators under the HVA scheme, or any other scheme that requires compliance with the SMS Standard.

Its focus is on whether a safety system works in practice, not only whether it's written down. That shapes everything from how evidence is judged to how records are sampled.

The Audits in an Accreditation Cycle

The standard sets out five kinds of audit or review, each with its own timing.
Minute-by-minute logging icon

Entry audit

Done when you apply, and checks at a minimum that requirements are present and suitable.
Less paperwork icon

Initial compliance audit

Due six to seven months after accreditation takes effect, although it can be waived in some cases.
Fatigue breach alert icon

Compliance audit

Held between nine months and one month before accreditation expires.
Offline mode icon

Internal review

An annual self-assessment by the operator, which the NHVR can also ask for at any time.

Other audits

Triggered, risk-based or random spot checks, carried out as needed.

How Auditors Judge the Evidence

Auditors assess evidence against four tests, known as PSOE, and back it up with sampling and conversations.

Present

Evidence shows each element of the SMS Standard is established and documented.

Suitable

The elements match the nature, size and complexity of the business.

Operating

Processes are being carried out and working as intended.

Effective

The system consistently achieves the outcomes the SMS Standard sets.

Sampled records

Auditors review a set number of vehicle and driver records based on fleet size, for example 20 records for 51 to 90 vehicles or drivers.

Interviews and observation

Auditors shouldn't rely on documents alone to confirm a system is operating, so expect questions and site visits.

Electronic Work Diary vs Paper Logbook

Driver records are among the samples an auditor pulls. Here's how the two kinds of work diary compare when they do.
Electronic Work Diary
Paper Logbook
One minute accuracy
Fifteen minute blocks
Automatic syncing
Manual entries
Easy to read and access
Handwriting varies
Real time operator visibility
No live oversight
Secure cloud storage
Can be lost or damaged
Faster audits and reporting
Time consuming
Electronic records can be searched and exported for a sample in minutes, rather than pulled from boxes of carbon copies.

How It Works

Preparing for an audit under the standard works best as a routine.
Step 1

Know your dates

Diarise the initial and compliance audit windows from the day your accreditation takes effect.
Step 2

Run the internal review

Complete your annual self-assessment, using the NHVR's audit tool if it helps.
Step 3

Sample yourself first

Pull driver and vehicle records the way an auditor would and check them for gaps.
Step 4

Prepare your people

Make sure staff can explain how the system works in their part of the business.
Step 5

Learn the finding codes

Understand what a conformance, an opportunity for improvement and a nonconformance mean.
Step 6

Close corrective actions

Respond to each corrective action request on time, with evidence, or with a documented plan if you need longer.

Audit‑Ready Hours Records

Logmaster stores work and rest records, fitness declarations, pre-start checks and incident reports with times attached, and they can be exported when an auditor asks for a sample. Weekly log sheets reach the record keeper automatically, and compliance reports can be scheduled, which gives the internal review real data to work from.

Hear from Our Users

Ray A.

First day with Logmaster was to my surprise was user friendly. Josh was very thorough in taking me through all the steps in setting up the Logmaster app. I would recommend Logmaster to all drivers regardless of age. Never have to worry about making a mistake as it tells you if you are. Great customer service after hours support is second to none.

Mike H.

Have started using Logmaster after trying 3 other models. I actually enjoy using it. Very easy to use and follow and the help if you need it is top notch by the developer. Does everything by the minute and works when no service is available. My system is customised for me and fits well with my system (I’m WA). Cost is on par with two of the other ones looked at.
