General Safety Accreditation, Explained

General Safety Accreditation (GSA) is the entry point to the Heavy Vehicle Accreditation scheme. It's granted on the strength of an operator's safety management system, measured against a national standard.

Why GSA Comes First

GSA is the baseline tier of heavy vehicle accreditation. Every other form of alternative compliance, whether for fatigue, mass or maintenance, is built on top of it.

To be considered, an operator's safety management system must meet the Safety Management System Standard. Responsible ministers approved that standard on 13 May 2026 under the HVNL.

Part 2 of the standard holds the requirements for GSA. Its schedules add extra requirements, but only for operators who also want fatigue, mass or maintenance arrangements.

The Five Areas of the SMS Standard

Part 2 groups its requirements into five areas, each made up of several elements.

Leadership and Commitment

Responsibility and accountability, development and implementation of the system, resource allocation and safety culture.
Less paperwork icon

Risk Management

Hazard identification, risk assessment, risk controls, incident management and ongoing risk management.

Safety Systems

How the system is integrated and coordinated, and how it ties in with day-to-day operations.

What the Standard Doesn't Demand

The standard is written to scale with the operator, and it says so in plain terms.

Policies sized to the business

Policies should fit the size, type, nature and complexity of the operator's transport activities.

No separate policy document required

A standalone safety policy is recognised as good practice, but the standard doesn't require one.

No culture programmes

Safety culture doesn't require formal culture programmes, surveys or maturity models.

No risk matrix required

Risk work doesn't depend on formal risk matrices, scoring systems or registers.

Formal or informal capability

Safety capability can be shown through formal or informal arrangements.

Judged in proportion

Assessment takes account of the size, nature, complexity and risk profile of the operator's activities.

Electronic Work Diary vs Paper Logbook

Fitness to drive is one element of the People area, and hours records are some of the most direct evidence of it. Here's how the two kinds of diary compare.
Electronic Work Diary
Paper Logbook
One minute accuracy
Fifteen minute blocks
Automatic syncing
Manual entries
Easy to read and access
Handwriting varies
Real time operator visibility
No live oversight
Secure cloud storage
Can be lost or damaged
Faster audits and reporting
Time consuming
Whichever diary you use, the auditor will want to see that hours records are checked and acted on, rather than simply filed.

How It Works

Operators preparing for GSA tend to work through these steps.
Step 1

Read the standard

Download the SMS Standard and read Part 2 with your own operation in mind.
Step 2

Run a gap check

Go through each of the five areas and note what you already do and what's missing.
Step 3

Fill gaps in proportion

Add what a business of your size and risk needs, not what a large fleet would have.
Step 4

Gather evidence

Collect records that show your system working, such as hours records, checks, incident reports and reviews.
Step 5

Book an entry audit

An NHVR-approved auditor checks that the requirements are present and suitable for your business.
Step 6

Plan the next audits

Compliance audits follow during the accreditation period, so keep the evidence building.

Where Logmaster Fits Into GSA Evidence

Logmaster doesn't grant accreditation, but its records can support several elements of the SMS Standard. Work and rest records and fitness declarations relate to fitness to drive, incident and hazard reports relate to incident management, and scheduled compliance reports help with monitoring and review. Every entry is time-stamped, which is the kind of evidence auditors look for.

Hear from Our Users

Ray A.

First day with Logmaster was to my surprise was user friendly. Josh was very thorough in taking me through all the steps in setting up the Logmaster app. I would recommend Logmaster to all drivers regardless of age. Never have to worry about making a mistake as it tells you if you are. Great customer service after hours support is second to none.

Mike H.

Have started using Logmaster after trying 3 other models. I actually enjoy using it. Very easy to use and follow and the help if you need it is top notch by the developer. Does everything by the minute and works when no service is available. My system is customised for me and fits well with my system (I’m WA). Cost is on par with two of the other ones looked at.
