The National Heavy Vehicle Log Book Across Borders

A driver can start in Adelaide, pass through Victoria and finish in Sydney on the same log book. The national rules make that possible, with a few points worth knowing at each border.

One Law, One Diary Format

The Heavy Vehicle National Law commenced on 10 February 2014 in the ACT, New South Wales, Queensland, South Australia, Tasmania and Victoria. Since then, drivers in those jurisdictions have used a single diary format, the National Driver Work Diary, under a single Fatigue Management regulation.

The national log book can also be electronic. The NHVR approves EWDs against national standards, and an approved system such as Logmaster is accepted in the states and territories that run under the HVNL.

Western Australia and the Northern Territory haven't adopted the HVNL. WA manages fatigue through work health and safety law, so drivers who cross that border move between two systems.

What Stays the Same at Every HVNL Border

Crossing from one participating jurisdiction to another doesn't change the core rules for the driver.

The same 100km test

A diary is needed for work 100km or more from base under Standard Hours, wherever in the HVNL area the driver is.

The same daily sheet

Date, registration, licence, hours option and base address go at the top of each day, then time and place at each change.

Base time zone

The daily sheet asks for the time zone of the driver's base, which matters on runs that cross into another zone.

Counting that carries over

Rolling limits keep counting across the border. A rest taken in one state still counts in the next.

One electronic option

An NHVR approved EWD works on both sides of an HVNL border without any change of app or settings.

Where the National Picture Has Edges

A few things still differ, and the national label can hide them.

Western Australia

WorkSafe WA administers fatigue for commercial drivers under the WHS Act 2020 and Part 4.10 of the WHS (General) Regulations 2022.

Leaving WA

WA's Department of Transport says the National Driver Work Diary is needed for vehicles over 12 tonnes, or buses for more than 12 adults, driven outside WA and the NT.

Inside WA

Logmaster's help centre notes that WA doesn't require a work diary for work in the state, but a record of work and driving time is still kept.

The Northern Territory

The NT also sits outside the HVNL, so drivers should check local requirements before relying on the national rules there.

Local enforcement

In NSW and Queensland the NHVR has taken over on-road compliance and enforcement, and police in each jurisdiction also enforce the law.

Plans that switch

Logmaster carries WA plans alongside HVNL plans, so a driver crossing the Nullarbor changes plan in the app.

Electronic Work Diary vs Paper Logbook

The national log book in its two legal forms.
Electronic Work Diary
Paper Logbook
One minute accuracy
Fifteen minute blocks
Automatic syncing
Manual entries
Easy to read and access
Handwriting varies
Real time operator visibility
No live oversight
Secure cloud storage
Can be lost or damaged
Faster audits and reporting
Time consuming
The rules are national either way. The electronic diary just keeps the count for you as the borders go by.

How It Works

Setting up a fleet that works across HVNL borders and into WA is straightforward.
Step 1

Map your routes

Note which drivers stay in one state, which cross HVNL borders and which run into WA or the NT.
Step 2

Record each base

Note each driver's base, because the 100km test and the daily sheet both start from it.
Step 3

Choose the plans

Give drivers the HVNL plan they work under and add WA plans for anyone who works in the west.
Step 4

Install the app

Drivers download Logmaster on their own phones or use a supplied tablet.
Step 5

Brief on crossings

Show drivers how to change plan when they enter or leave WA.
Step 6

Watch the fleet

The portal shows every driver's records live, wherever they are on the map.

Who It's Built For

Interstate fleets, linehaul operators and coach companies all deal with the national log book rules.
User Type
Benefit
Truck drivers
Easier logging and clear alerts
Transport operators
Real time visibility and compliance
Compliance managers
Reliable logs for inspections
Owner drivers
No paperwork and simple routines
Subcontractors
Easy switching between employers
The further a fleet travels, the more it gains from a record that doesn't change at the border.

Why Interstate Operators Run Logmaster

Logmaster is an NHVR approved EWD with HVNL and WA plans in the same app. More than 1,200 businesses use it, and its records sit in the cloud so a driver who finishes in another state is still visible to the home depot.

Hear from Our Users

Ray A.

First day with Logmaster was to my surprise was user friendly. Josh was very thorough in taking me through all the steps in setting up the Logmaster app. I would recommend Logmaster to all drivers regardless of age. Never have to worry about making a mistake as it tells you if you are. Great customer service after hours support is second to none.

Mike H.

Have started using Logmaster after trying 3 other models. I actually enjoy using it. Very easy to use and follow and the help if you need it is top notch by the developer. Does everything by the minute and works when no service is available. My system is customised for me and fits well with my system (I’m WA). Cost is on par with two of the other ones looked at.
