The National Heavy Vehicle Regulator, Explained

The National Heavy Vehicle Regulator (NHVR) is the body most operators deal with under the HVNL, from accreditation to roadside checks. Here's what it does and how its role has grown over the years.

What the NHVR Is

The NHVR was established in 2013 as a statutory authority to administer the Heavy Vehicle National Law. It's headquartered in Brisbane, with staff across the six jurisdictions where the law applies.

Its stated aims include improving safety and productivity, reducing the compliance burden on industry and cutting duplication between jurisdictions.

The NHVR doesn't change the law on its own. Reforms are developed by the National Transport Commission and approved by transport ministers, and the NHVR then puts them into practice.

The NHVR Go portal

Operators use NHVR Go for transactions such as exiting accreditation, and the NHVR takes calls on 13 NHVR (13 64 87).

Taking Over On‑Road Compliance

Over time, the NHVR has taken on-road compliance work over from state agencies, and it now delivers those services in all six participating jurisdictions.

South Australia and Tasmania

These two were the first jurisdictions where the NHVR delivered on-road services directly.

The ACT

The NHVR officially took over heavy vehicle safety and compliance in the ACT on 1 July 2019.

Victoria

Victoria became the fourth jurisdiction, with the NHVR taking over on-road services there in December 2019.

New South Wales

On 1 August 2022, 310 staff, including more than 250 inspectors, moved from the NSW Government to the NHVR.

Queensland

Since 20 April 2024, the NHVR has handled on-road compliance and enforcement in Queensland, plus Programmed Vehicle Inspections.

Safety and Compliance Officers

These NHVR officers carry out roadside checks, working alongside police in each participating jurisdiction.

Electronic Work Diary vs Paper Logbook

At a roadside check, an officer can inspect either kind of work diary. Here's how the two compare.
Electronic Work Diary
Paper Logbook
One minute accuracy
Fifteen minute blocks
Automatic syncing
Manual entries
Easy to read and access
Handwriting varies
Real time operator visibility
No live oversight
Secure cloud storage
Can be lost or damaged
Faster audits and reporting
Time consuming
Roadside inspections of an electronic diary can be quicker than paging back through a written one.

How It Works

Dealing with the NHVR goes more smoothly with a few habits in place.
Step 1

Set up your access

Register for the NHVR's online services so applications and notices reach the right person.
Step 2

Keep records reachable

Work diary records must be kept for three years where an authorised officer can get to them.
Step 3

Check approved lists

Before choosing an EWD or auditor, confirm they appear on the NHVR's published lists.
Step 4

Use the guidance

The NHVR's regulatory advice explains how it reads key duties, which helps when writing procedures.
Step 5

Brief your drivers

Make sure drivers know what an officer may ask for at a roadside check, and where to find it.
Step 6

Act on notices quickly

Respond to NHVR requests and audit findings within the time given, and keep a record of what you sent.

An EWD on the NHVR's Approved List

Logmaster's electronic work diary is approved by the NHVR, and its approval certificate is published on the NHVR website. The approval is device agnostic, so drivers can use their own Android or Apple phones or a supplied tablet. The platform also holds ISO 27001 certification for information security.

Hear from Our Users

Ray A.

First day with Logmaster was to my surprise was user friendly. Josh was very thorough in taking me through all the steps in setting up the Logmaster app. I would recommend Logmaster to all drivers regardless of age. Never have to worry about making a mistake as it tells you if you are. Great customer service after hours support is second to none.

Mike H.

Have started using Logmaster after trying 3 other models. I actually enjoy using it. Very easy to use and follow and the help if you need it is top notch by the developer. Does everything by the minute and works when no service is available. My system is customised for me and fits well with my system (I’m WA). Cost is on par with two of the other ones looked at.
